Police Records Detail Alleged Inappropriate Relationships Between Centennial High School Teachers and Students
A 168-page Peoria police report outlines parent warnings, administrative notice, explicit digital evidence, and multiple investigations now under review by prosecutors
Peoria police records detail an extensive investigation into two female Centennial High School teachers accused of engaging in alleged sexual conduct with students.
According to a detailed police report obtained by State 48 News, detectives executed multiple search warrants and reviewed thousands of digital files before reaching conclusions about the nature of the relationships under investigation.
Both teachers were placed on administrative leave in August of 2025.
As of the date of publication, State 48 News was unable to confirm with the Maricopa County Attorney’s Office whether charges have been filed in either case. Accordingly, the teachers’ names have been redacted from this news report.
According to the police report, on July 30, 2025, the Peoria Police Department received information alleging that two female teachers at a local high school were engaged in separate or potentially related sexual relationships with a male student. At the time the information was received, it was unclear whether the two teachers were acting independently or in coordination with one another.
Investigators noted that the two cases quickly became intertwined due to shared evidence and overlapping facts, making it difficult to separate the investigations. Police stated that both cases relied on much of the same probable cause and investigative material.
The investigation was assigned to a detective with the Peoria Police Department’s Human Exploitation and Trafficking Unit (HEAT).
An officer with another police department contacted Peoria police after receiving information from a family member of the student, per the report.
The family member told police, the student disclosed that he had received inappropriate messages and had inappropriate relationships with two female teachers from his high school. The student was entering his senior year and was 18 years old at the time of disclosure, but told the family member the messages began when he was 16 years old, according to the report.
The family member further reported that the student said he had received money from the teachers and had been sent explicit images and videos. Police noted it was unclear whether any financial exchanges or explicit materials occurred while the student was still a juvenile.
According to the report, the student also told the family member that at least two other students were involved in similar communications with the teachers. The family member showed police two videos that were allegedly of the suspect teachers.
Parent Tip and Student Accounts
The report details, the police received an online tip submitted by a parent whose daughter graduated from Centennial High last year. The parent told investigators that the teacher involved “has never been appropriate” and frequently “acted like a peer to the students,” rather than as an authority figure.
The parent reported that her daughter observed what she described as “weird arguments” between the teacher and the alleged male victim. In one incident cited in the report, the parent said the two were arguing in a school hallway when the student allegedly stated the situation “would wreck her career, not his.”
The parent also told police that students would sometimes “come swim at her apartment’s pool,” according to the report.
The 168-page police report includes numerous statements from students describing rumors that one of the teachers frequently allowed boys to “hang out” in her classroom, while girls were not permitted to do so. More than one student told investigators that a video depicting a teacher performing a sex act on a student was being circulated among students. Police noted that in at least one recovered text message, the teacher referenced the video, according to the report.
Extensive Digital Evidence
Police said investigators transcribed numerous Snapchat, TikTok, and text messages that described, in explicit detail, sexual conduct, academic assistance, and the exchange of grades, including references to receiving “A” grades, according to the report. These messages were exchanged between one of the teachers and student.
Investigators also recovered deleted messages, financial transfers, and communications describing the provision of food, transportation, lodging, and academic help.
Handwritten Note Recovered During Search Warrant
According to the police report, investigators also recovered a handwritten note authored by one of the teachers during the execution of a search warrant. Detectives documented the note verbatim and cited it as evidence.
In the note, the teacher referenced her role as the student’s instructor, writing:
“I’m really glad I had the opportunity to teach you your sophomore year because without that, we would’ve never really been chill with each other.”
The teacher acknowledged the impropriety of the relationship, stating:
“
For this ‘relationship’ being extremely wrong, I feel like we have really made the most out of it.”
The note references repeated in-person contact and time spent together outside of school, including at her residence:
“
Don’t forget our first pickleball hang out… or all the random times you ‘fell asleep’ on my couch.”
The teacher also referenced the student being inside her parents’ home:
“
You’ve been to my parents’ house… in their closet… insane.”
The note further referenced travel together:
“
Or our night adventure in Cali!”
The teacher described emotional attachment and ongoing contact:
“I would always look forward to when you would come over. Not even to do anything — but just to hang.”
She wrote that the relationship would change but expressed a desire for permanence:
“
Even if we don’t talk all the time now or even at all when you’re in college, I feel like our little bond will always be there.”
The note included references to future alcohol-related socializing:
“
Just hit me when you wanna go get wasted at a bar together.”
The handwritten note concluded with an expression of affection:
“
Even though you never say it back, I love you and wish you all the best, always.”
School Administrators Were Alerted to Concerns
The police report also documents that school administrators were alerted to concerns about the teacher’s relationship with a student prior to law enforcement involvement, though it remains unclear what, if any, formal investigation the school or district conducted.
According to the report, Centennial Principal Scott Hallabaugh provided information to investigators while police were executing a search warrant in a classroom. Hallabaugh told detectives he had received multiple complaints from students and staff regarding the relationship.
Hallabaugh provided investigators with an email he had received from a student’s relative, raising concerns about the teacher’s interactions with the student. In the email, the writer stated:
“I am writing to share a concern regarding Ms. —- and a student that I believe warrants your attention.”
The email continued:
“
My sister… has mentioned feeling uncomfortable about Ms. — interactions.”
The relative listed several specific observations, including:
“
Frequent communication (texts) between Ms. — and [the student] via Snapchat,”“
Ms. — giving a Christmas gift to [the student] while not giving anything to other ———-,”
“Ms. — and [the student] being seen together in a vehicle.”
The email also noted that students were reluctant to report the behavior:
“
My sister and other students have noticed this behavior but are hesitant to report it due to fear of being labeled a ‘snitch,’ especially because [the student] is a junior —————.”
Hallabaugh also told investigators that a principal from another high school approached him at a district meeting in July 2025 and showed him a Snapchat image depicting the teacher and the student, stating “these two are too close.” According to the report, no additional details were provided at that time.
Hallabaugh told police he addressed the complaints directly with the teacher, who denied the allegations.
The police report does not specify what actions, if any, the school or district took in response to these complaints, nor does it indicate whether a formal internal investigation was conducted prior to law enforcement involvement.
Mom of Student
According to the police report, investigators interviewed the student’s mother, who initially said she was hesitant to provide information because her son was pursuing an athletic scholarship. She told police she wanted to report the situation anonymously to the school but said her son refused to cooperate because he feared getting into trouble for having a sexual relationship with a teacher and did not want the teacher to face consequences.
The mother told investigators she first became aware of the relationship after seeing “flirty” text messages from a teacher on her son’s phone. She described the messages as persistent and said the teacher was “harassing him” and wanted him to respond.
When asked about the content of the messages, the mother told police she saw texts stating:
“
Why can’t you talk to me? I just want you to come over. I really want to see you. I miss you.”
The mother told investigators her son admitted the relationship was sexual, per the report. She said she confronted him and instructed him to end the relationship, which he told her he did several months before the interview.
When asked when the relationship began, the mother told police her son said it started when he had “just turned” 17, according to the report.
Investigators asked the mother if she would be willing to contact her son with police present in an effort to encourage cooperation. The report states she initiated the call, but the attempt ultimately failed after a disagreement with another adult family member who opposed cooperating with law enforcement.
Police Findings Per Report
Based on the totality of the evidence, investigators in the report concluded the relationship met the statutory definition of prostitution under Arizona law.
“
Arizona Revised Statute § 13-3211 defines prostitution as engaging in sexual conduct under a fee arrangement or for any other valuable consideration,” the detective wrote.
The report further states investigators believe the teacher may have committed pandering, citing A.R.S. § 13-3209(A)(4).
“
Given the expressed concern that removing the financial component would end the relationship, I believe the teacher compelled, induced, or encouraged acts of prostitution,” the detective concluded.
In a separate investigation involving a second teacher, police reported discovering two videos depicting the teacher in a state of nudity stored in the student’s cloud account. One video was determined to have been in the student’s possession after he turned 18, while metadata showed the second video existed before the student turned 18.
Police said they were unable to determine how the videos were obtained.
“
It is unclear whether the videos were sent by the teacher,” the report states.
The report also notes repeated information suggesting additional potential student victims, though investigators said confirmation was not possible due to limited cooperation.
“
With the primary witness refusing to cooperate and provide accurate information, I am unable to confirm whether there are additional victims in this case,” the detective wrote.
Police report shows that the case involving at least one teacher has been submitted to the Maricopa County Attorney’s Office for review. It is unclear whether both teachers will be charged in this case.
State 48 News has submitted public records requests and requests for comment to the County Attorney, Peoria Unified School District and the Peoria Police Department.
The investigation remains ongoing.
